Usually not. Portland exempts reroofing with a roofing material of similar weight on one- and two-family homes, and that exemption covers replacing some or even all of the existing roof sheathing. The most common one is hiding under your current roof: pre-war homes in neighborhoods like Irvington and Sellwood often have skip sheathing, spaced boards under the original cedar shakes, instead of solid plywood decking. Modern shingles need a solid deck, so those roofs get a full plywood overlay as part of the replacement. We flag it in the proposal before anyone picks up a nail gun.
How long should a roof last in Portland?+
In our climate, architectural shingles typically deliver 20 to 30 years with moss maintenance, and basic three-tab shingles run 15 to 20. Constant moisture and shade shorten every material's life, so the honest expectation is the low end of any national chart.
